Sustainable Energy Rountable Series (SERS):
April 2003: Bush Admin. & Congressional Proposals for the Development of Hydrogen Fuels
The Sustainable Energy Institute held its inaugural Sustainable Energy Roundtable Series (SERS) event on Wednesday, April 2, 2003 with a discussion of Bush Administration and Congressional Proposals for the Development of Hydrogen Fuels. Approximately 30 industry, government and SEI representatives participated in the session, which was moderated by Neil Numark of SEI's Executive Board. Steven Chalk, Program Manager for Hydrogen and Fuel Cell Programs at the Department of Energy, presented an overview of President Bush's Hydrogen Fuel Initiative. The $1.7 billion Bush initiative will aim to develop domestic resources, such as natural gas, coal, and nuclear energy, to produce hydrogen for use in fuel cells. Ladeene Freimuth, Legislative Assistant for Senator Byron Dorgan (D-ND), described the Dorgan Bill, entitled the Hydrogen Fuel Cell Act of 2003 (S.461). The Bill contains provisions for an "Apollo-like Program" of $6.5 billion for research, federal purchase programs and tax incentives over the next ten years. Key issues raised during the discussion included: the development of adequate delivery systems and storage infrastructure for hydrogen, as well as the balance of industrial versus governmental roles during the transition between the R&D and the demonstration phases.
